"[The cut] to me raises very serious questions about the judgment and the sincerity of the department and everything they do," he said. "If they can't get something like this right, how can we trust them to get anything right? So I am going to be investigating them from top to bottom, and one clear example is this whole scandal with Congressman Duke Cunningham, which has now unfolded to include orgies at the Watergate Hotel."

Once again tying the investigation to the cut in New York state funds, King said: "They could find $21 million to give to a (limousine) company owned by a criminal which drives around pimps and prostitutes, and they cut $80 million for the city of New York."

If I'm reading this right, he's making the hookergate investigations contingent on not getting terror funding. (i.e. pay up or we dig up your skeletons)
What I find odd is no one's asking what King already knows that he can hold over their heads the threat to have it come out through 'investigation'. More, is there an implicit promise to hinder or bury any such investigation if NY does get its funding?
Most glaring of all, considering the incompetence and malfeasance that has already come to light (almost certainly the tip of the iceburg), why isn't a top-to-bottom investigation being done already?
