He is trying to prove how serious the issue is by promising to spend $600 million more of the money of the American taxpayers (for, after all, if he didn't really think the weapons were there he wouldn't spend $600 million of someone else's money to go looking for them). If he strings the inspection process out long enough, he will be past the next election without having to admit that he made a mistake of historical proportions.
The $600 million is not really to hunt for weapons, but to prevent Bush from being embarrassed.
Just how does Kay figure he is going to spent $600 million in Iraq? Even if you supersize your falafel sandwich, it isn't going to cost you $10,000 (unless you buy it from an American military contractor!). Is it possible that this $600 million has a bit of room in it for funds which will be diverted to some other use? Just asking.
Despite the fact they have every reason to come up with stories about the wonders of Saddam's weapons of mass destruction, we can be sure, since we haven't heard about it, that not one of these scientists said anything other than what they have consistently said - no such weapons exist. David Kay has to know this. He wants $600 million to look for something he is absolutely certain isn't there.
I cannot help but think that this use of voting machines to impugn the democratic process is intentional, and part of the process of delegitimizing democracy, which is after all the only thing stopping the plutocrats from completely taking over all power.
