Tenet, of course, was intended to be the “fall guy”; a role he decided to reject by leaving early. His premature departure creates a bit of a problem for the administration and for the ultimate goals of the 9-11 panel.

The real purpose of the 9-11 panel is to create a smokescreen (Tenet as scapegoat) so that they can carry out Bush’s plans to reorganize the Intelligence services. The Bush Administration will use the findings of the panel to justify the creation of a security apparatus that will operate clandestinely within the US spying on the American people. It is an important step in consolidating Presidential power and overturning the legal safeguards that have protected citizens for over 200 years.

The domestic power that Bush seeks is simply not available without an “American Gestapo”. The recommendations of the 9-11 panel will make that dream a reality.
