President Jacques Chirac of France has rekindled trans-Atlantic tensions after bluntly telling President George Bush to stop meddling in European Union affairs and insisting that NATO troops will not train Iraqis as the US had hoped.

"He has nothing to say on the subject," Mr Chirac said. "It is as if I were to tell the United States how it should conduct its relations with Mexico."

France and Germany have declined to send troops to help train the Iraqi military.

The alliance has agreed to beef up its Afghan operation by no more than 2200 troops from 6500, to help with security during the September election Taliban militants have vowed to disrupt.
