carl cameron could barely conceal his embarrassment as he spouted the words. he was saying how riveted the audience was, and they really really wanted to "let loose" but they are very disciplined and wouldnt do something like that... and in a superb orwellian mangling, cameron explained that the one time that there was some polite applause was actually started by some overly enthusiastic bush staffers (thus he was able to maintain the fallacy that the military audience was bursting with enthusiasm but are very disciplined)
