We can't say for sure, but I would assume Turkish businessmen or diplomats associated with the ATC. In one essay Sibel wrote, she makes reference to Melek Dickerson sneaking out of the FBI transcripts relating to a Turkish detainee (with the help of the apparently corrupt translation supervisor, Mike 'what's his name').
Was the detainee released?
In all the internet, I could only find one or two references to Turkish detainees after 9-11. Both seemed to be students held on visa violations. They don't seem to be likely candidates.
