secret wonder-twins decoder ring

* your homework today is to try to unravel the spin in this article. here's a taste (i'm tempted to post the whole darn thing, for pure bamboozlement value) :
"The National Security Agency developed a pilot program in the late 1990s that would have enabled it to gather and analyze massive amounts of communications data without running afoul of privacy laws. But after the Sept. 11 attacks, it shelved the project -- not because it failed to work -- but because of bureaucratic infighting and a sudden White House expansion of the agency's surveillance powers, according to several intelligence officials."
the deciderator shut down an apparently legal effective tool *after* 911. i dont even know what "and a sudden White House expansion of the agency's surveillance powers" means. i need my secret wonder-twins decoder ring for the whole article. go read, and report back.

You should post the whole story for those of us that don't want to register with the BS.

If you want to understand Shrub's action, follow the money. My guess is the canceled program wasn't being administered by one of the Bush Pioneers.
