Every human institution can be improved, starting here in the US gov't, but this piece does not sound non-partisan to me. Despite gross problems, this piece says not one thing about all the good that the UN does accomplish.

If "Reform' is delayed, it is mostly because the US under Repugnicans wants the UN destroyed, not reformed and refuses to accept any reform measures but its own.

In a world where incumbents rule the world stage, why would anyone expect the UN to be different than its member nations? if we want reform at the UN, lets start by cleaning house here at home.
