Read Henry Waxman's letter to Chris Shays, dated March 1, 2005 in which he mentions this involvement and the likelihood that Bolton mislead the SFRC about having been questioned in connection with a criminal investigation.(Plame). The SFRC found out that Bolton lied to them on his questionaire.
Since he was the first person in the State dept to receive the Niger forgeries and involved through Fleitz in getting the 16 words into the State Dept Memo, he had plenty of motive and has a reputation for acting on his own and retaliating against anyone who disagrees with him. Also, according to David Wurmser and John Hannah's testimony to Fitz, Bolton is who told Cheney that Plame was undercover. Check it out."

In studies of dysfunctional relationships, particularly with addicts, it's often noted that the harder the 'addictive personality' accuses their partner of something, the more likely it is that they themselves are guilty of the same transgression.
