ISI outsourced a terrorist attack. sound familiar?

" Pakistan's Inter Services Intelligence (ISI) agency planned the July 11 serial blasts in Mumbai and it was carried out by operatives of the Lashkar-e-Toiba (LET) militant group and members of Students Islamic Movement of India (SIMI), police said Saturday. New Delhi city police commissioner A N Roy said investigations into the serial bombings on trains that left 167 dead and more than 700 injured in Mumbai, India's commercial hub, had been completed."
hmm. ISI outsourced a terrorist attack. sound familiar?

For ISI to assign a task to Lashkar-e-Toiba can only meet the definition of "outsourcing" by diplomatic courtesy. For example, there's this, from December 2001:

India has little reason to be gratified by the December 20 decision of President George Bush to freeze the assets of the Lashkar-e-Toiba (LET). On the contrary, there are valid reasons to be concerned over the written formulation read out by Mr.Bush while announcing the decision.

A careful analysis of Bush's formulation would show that the real purpose is not to meet India's concerns, but to legally pre-empt any Indian campaign for the extension of the current US "war" against terrorism to cover India-centric terrorist training camps in Pakistani territory and any Indian move for retaliatory strikes of its own against LET camps in Pakistan.

The LET is an ahle-hadith terrorist group of Pakistan, consisting of Pakistani, Afghan and Arab cadres, headed by Pakistani office-bearers, with its headquarters at Muridke near Lahore. Its annual conventions at Muridke are attended, amongst others, by serving and retired officers of the Pakistani military and intelligence establishment, by serving and retired scientists of the Pakistani nuclear and missile establishment and by political leaders.

Amongst those, who regularly attend its annual conventions, are Lt. Gen. (retd) Hamid Gul and Lt.Gen.(retd) Javed Nasir, both former Directors-General of the Inter-Services Intelligence (ISI),Dr. Abdul Qadir Khan, the self-styled father of the Pakistani atom bomb, Dr.Sultan Bashiruddin Mahmood, the former scientist of the Pakistan Atomic Energy Commission who was recently detained by the Pakistani authorities under US pressure for being in contact with bin Laden and Mohd.Rafique Tarar, former President of Pakistan.

Lt.Gen.Mahmood Ahmed, the then DG of the ISI, was reported to have attended the annual conference of the LET held at Muridke from April 13 to 15,2001, which passed a resolution calling on its cadres in India to emulate the example of Mahmood Ghaznavi, capture Hindu temples, destroy the idols and then hoist the flag of Islam on them.

In 2000, Musharraf, under pressure from the Clinton Administration, had denied the LET permission to hold its annual conference at Muridke in November. This year, anticipating that there would be no similar pressure from the Bush Administration, he initially allowed them to hold the deferred conference of 2000 in Muzaffarabad in Pakistan-Occupied Kashmir (POK), but subsequently, when the LET insisted on holding it at Muridke, he let it do so and asked the ISI to ensure that no journalists, Pakistani or foreign, was able to have access.
