Sibel Edmonds, Valerie Plame and Brewster Jennings

With the Plame hearings scheduled today, I just wanted to make sure that everyone understands the link between Sibel Edmonds' case, Brewster Jennings and Valerie Plame.

I don't know a lot about how congressional hearings work - but it'll be interesting today to see if Waxman asks Valerie Plame what damage, if any, was done to Brewster Jennings when she was outed by Cheney/Libby/Armitage/Rove/Grossman in the summer of 2003.

It appears that there's some confusion about when Plame worked for Brewster Jennings, and Corn/Isikoff/JTFI notwithstanding, it appears that there is a general presumption that Plame was working for Brewster Jennings when she was outed after Joe Wilson's op-ed was published in the NYT.

As I discussed in yesterday's diary, the American Turkish Council (ATC) was at the core of the criminality that Sibel became privvy to - including, but not limited to, the nuclear black market.

From the diary:
"Sibel's case also involves the nuclear black market - some Turkish members of the ATC have supplied Pakistan's A.Q. Khan network with hardware, as have American companies that Sibel overheard on the wiretaps. Perhaps even more disturbing, as reported in Vanity Fair, other wiretaps indicate that "Turkish groups had been installing doctoral students at U.S. research institutions in order to acquire information about black market nuclear weapons." Daniel Ellsberg says that, according to Sibel, bribes were paid to people at the State Department to facilitate this activity.

These are extraordinary claims, of course, and we have a lot of evidence to support the claims - including, but not limited to, the fact that Valerie Plame's front company, Brewster Jennings, had been conducting a counter-intelligence operation against the ATC for years."
The thing is, Brewster Jennings was 'outed' (privately, within the criminal network) long before Valerie Plame was officially outed. In fact, Brewster Jennings' cover was blown in the Summer of 2001 by Marc Grossman.

It appears, and I'm speculating here, that Sibel actually heard that particular conversation where Grossman 'outed' Brewster Jennings, and I can only presume that Brewster Jennings was dismantled immediately.

In the new movie about Sibel "Kill The Messenger" there's a scene where Sibel 'describes' her familiarity with Brewster Jennings. I interviewed Mathieu Verboud, the director of the film, and he described it thusly:
"In November 2005, we learnt from the Turkish paper Hurriyet that Plame was investigating Turkey, but not only that: she was investigating the ATC! Our intuition had proved right.

Later, in April 2006, we confronted Sibel with this set of facts and ask her to go on the record. Sibel’s line about Plame and Brewster Jennings is just gold. She said: "During my time at the FBI, I never heard the name Valerie Plame - but if you are asking me about Brewster Jennings, that's another story, a story that I cannot comment on because I cannot talk about anything that I did at the FBI - and the targets and the details of the investigations." The message is crystal clear: there are mentions of Brewster Jennings on the wiretaps! Praises to Sibel to be so smart in front of a camera."
This raises a whole bunch of other questions - including why did douchebag Novak write his second column 'outing' Brewster Jennings, and why did the administration take so much heat for 'outing' Brewster Jennings (when they outed Plame) if they didn't actually out Brewster Jennings? A very clever blogger suggested to me privately (and I'd credit them with the idea but I haven't asked for permission) that the administration realized that they'd got themselves in trouble after outing Plame, and so they decided to reach back to the Brewster Jennings claim so that they could pretend that they were working off old (not new, not classified) information (given that Brewster Jennings had been wound down 2 years earlier.)

Under this hypothesis, it appears, the administration/OVP realized they were on very shaky legal ground, and were happy to take the hits to what is left of their reputation by riding out the 'OMG! They outed Brewster Jennings!' fallacy, rather than risk shedding light on the fact that they were just using the old Brewster Jennings information as a CYA mechanism. At least, that's how we can (conceivably) read the story given what we know publicly - they may very well have used the 'but Brewster Jennings is long defunct!' argument behind closed doors. Regardless, their silence on this issue is deafening.

As an aside, I also want to share this anecdote from my interview with Kill The Messenger director Mathieu Verboud:

Mathieu Verboud: Coming back to Grossman, exposing his role would have been interesting for the film, but the guy being what he is, there was no way that he would have given an interview if we had brought up any kind of charges. So we decided to just let him talk, give us his vision of Turkey...

Then we tested him - we asked him about Valerie Plame - and it was amazing to see his face change! He had the nerves to say that he didn’t know anything about Valerie Plame, or about Brewster Jennings - which is simply false! As mentioned earlier, his name had already appeared publicly in the Valerie Plame's case! Anyway, we didn't point out to that simple fact and fended off.

Next, we just mentioned that there was this little woman of Turkish origin whose name was mentioned in an article in Vanity Fair speaking about FBI and Turkey… His face changed again, and he came up with this answer: "Vanity Fair? I am afraid it is not a magazine I read!" We then asked him directly about Sibel Edmonds and he said that he didn't know anything about her. Even the name was "unfamiliar".

Luke Ryland: That's hysterical. When was that interview?

MV: early May 2006.

LR: (laughs) Oh that's great. And he's never heard of Sibel Edmonds and Valerie Plame. That's fantastic. I'd love to see that footage.

MV: Well - if we ever sell this film in the U.S, we will consider adding a small chapter on him.

In any case, it'll be interesting to see if any of this comes out in the hearings today. As you know, Waxman knows all of this - Sibel has briefed his office in classified hearings - and it appears that he is going to make a decision (& announcement) early next week about whether he will hold separate hearings into her case.

Congress must hold hearings to get to the bottom of these crimes. If you agree, please call Congress, today, and demand public, open hearings.

Larisa Alexandrovna: All Roads Lead to Iran, Again.

This is the second installment of my interview with Larisa Alexandrovna, Managing Editor of Raw Story. In the first installment, All Roads Lead to Iran, we discussed the criminal & corporate power factions - both inside and outside of governments that led to the Iraq invasion, and are angling toward Iran, amongst other things.

In this installment, we discuss:
1. Brewster Jennings, and how that does, and does not, relate to Valerie Plame.
2. Sibel Edmonds and Brewster Jennings
3. The 911 cover-up
4. Why Dennis Hastert may resign before November.

(update - part 3 of the interview, Bad Leaks and Good Leaks, is here)
------------------------

Luke Ryland: In your article you mention that the CIA's own internal assessment indicates that the Plame outing set back their WMD monitoring by a decade - that's incredibly damaging and reckless.

Larisa Alexandrovna: Correct.

Luke: That's a lot of damage from the outing of one person. Bob Novak went out of his way to drive the nail in the coffin with his second article where he specifically outed Brewster Jennings. The conventional wisdom seems to be that Brewster Jennings was a front just for Valerie Plame - how could the damage have been so significant?

LA: Well, yes, people assume that Brewster Jennings and Plame are one and the same - but that's not the case. Plame's team was just one team operating under the banner of Brewster Jennings, which was as we now know, a cover mechanism. There were other teams that were also operating under the Brewster Jennings banner.

Luke: OK. In your article, you mention the AQ Khan network. Presumably the things that Plame was tracking were coming in from Pakistan and Afghanistan and apparently Turkey as well. We know that Plame and Joe Wilson first met at that American-Turkish-Council party. Where does Turkey fit into this?

LA: No. This is incorrect. People are reading too much into the Turkey aspect. It's true that they met at that party, but that was just an embassy party. These parties happen all the time - they could have just as easily met at an AIPAC party, or a British embassy party or any other embassy, or highly regarded foreign group event.

Luke: But Sibel Edmonds has pointed to those events...

LA: That's true - but you have to remember that she is gagged, and she can't be very specific. I can't speak for her - but I think that she isn't actually pointing to Plame per se, but from what I know of the case - and I am not speaking for her of course - I think she is actually pointing to Brewster Jennings. I don't see anything connecting Plame to the American Turkish Council (ATC) at all - in terms of the leak - and why the leak happened. I just don't see how Plame ties to the ATC at all - I don't see any relationship there that I'm aware of. But remember - Plame and Brewster Jennings are two separate things.

Luke : Sibel talked about arms trafficking and drugs trafficking. From your reporting it seems that Plame was working pretty much just on the arms side...

LA: Correct

Luke : OK. So you don't think that Sibel is really pointing to Plame, but rather Brewster Jennings. So is there any overlap at all then between your work and Sibel's story?

LA: I bumped into it - for sure - because some of the players overlap. Let's back up a bit. Remember what I said earlier about 'factions' and 'cookie-making-companies' - in a way, they are like competing mafia families. When Sibel was working as an FBI translator, she happened to get a window into one of these factions - and she has direct, first-hand knowledge of these things - so she can talk about those things as a direct source (well, she could if she wasn't gagged). Since then and separate from her own first hand knowledge - from what I understand - she's learned a lot about what may be related and how things may overlap. That said, her direct first hand knowledge is what she can speak to with any certainty (if she wasn't gagged) and in that regard, she is seeing one faction that overlaps in some ways with Brewster Jennings, but not with Plame or Plame’s team per se. There are other similar factions which she has learnt about since, which could be working together, but may also not be related at all. It is simply hard to tell because now we are talking about secondary or even tertiary information. No doubt there are factions working together, that is absolutely visible of course. But I think if you want to understand why Sibel is gagged, you need to stick to her own first hand account because that is all that she can say for sure (if she were not gagged) is to her knowledge true. So we need to keep those things separate, because it helps us understand the situation a little better, not just Sibel’s findings, but also how her story fits into other stories, if there is an overlap that is.

But to make a longer answer even longer (laughs) yes, there is some overlap in my reporting on Plame and her story. There are people who overlap - and some of them overlap simply because of where they work - or who they are in general - but they aren't necessarily specifically involved or related to all of the various threads - or even any of the other threads other than her own.

The problem that some people have in trying to understand the story is that people assume that there is, in some sense, a unifying theory of everything - but that's not the case. As result, people try to make all the pieces of information that they have fit into the one storyline. So this is where things get tricky - because people assume the Brewster Jennings and Valerie Plame are one and the same thing - and that events in Turkey are exactly related to Plame or that somehow the Plame leak is in and of itself a holy grail to answering the Iraq questions. That is just not the case, it is not that neat and orderly.

For example, I've seen it reported about Turkey and certain components being shipped to UAE, in the form of switches, which is true, that transaction did occur. But then the article conflates Plame’s outing with that transaction and that is not true, not at least from what I have been able to verify and see. On the other hand, could the transaction of the switches from Turkey to the UAE be related to Brewster Jennings? Possibly, but there is not enough to confirm that. In other words, you have a story (and I am sorry, but I cannot remember where the hell I read that) that has factual pieces in it but attempts to conflate them to solve a host of unrelated issues. It is also natural to want to make all the parts fit, but they do not. It is not that simple.

Luke: And the American Turkish Council and the Speaker of the House?

LA: Yes, the Vanity Fair piece of course. Now my understanding from the sources used by the writer (David Rose) that they had provided a great deal more on this account, but legal folks got involved and wanted certain things left out. I think that it is absolutely fair to believe this account to be true. First of all, the Speaker has yet to go on the record to fully deny these charges - apart from a glib reference. Secondly, the key witness/ whistleblower in this case, that is Sibel, is gagged under a rarely used gag, the states secret gag, so she cannot present her argument in court. The evidence also, from what I understand of the case does support her claims. So it is fair to say that there is reason to believe the Speaker Hastert is indeed taking money from foreign nationals, that is bribes, in exchange for something. In fact, the evidence was such that the FBI took this to the DOJ and an investigation was being assembled when the new administration came into office and Ashcroft, the then new Attorney General shut it down. Clearly shutting down an FBI/DOJ investigation instead of allowing it to move forward would also support the allegations against Hastert, but he is not alone in these allegations by any measure.

Luke: Well there were two allegations in the article. One was the ongoing bribery, and the other was the $500,000 for pulling the Armenian Genocide bill.

LA: No - well - sort of, but not really. The point is that there are only a couple of people who know, and obviously I cant report it and the key person who knows is gagged. So that leaves no room to fully and openly explore this. One would hope that in a democracy a citizen would have her right in court and the politically appointed AG would not shut down an FBI sting operation that had been going on for several years. One would hope that foreign nationals would not be bribing members of Congress and I don’t believe, at least from what I have seen, that these bribes have anything to do with a bill that Hastert may or may not have taken to the floor. Remember, this is about “making cookies” and those factions that we alluded to earlier. But if you really want to understand why Sibel is gagged, you need to focus on what happened with Hastert - not Hastert himself, but what happened with Hastert - because THAT is the holy grail to understanding why she is gagged - and also to some extent understanding Brewster Jennings. Not Plame - but Brewster Jennings - and that's the best I can do on the record (and off really).

Luke: Wow. That's interesting. Sibel described the way they quashed that investigation into Hastert in an interview recently - she said that it happened at the same time that she started reporting to Congress.
I actually run another blog called Disclose Denny which focuses on one of the claims in the Vanity Fair article where these Turkish groups were illegally financing his campaign and he refuses to open his books. It sure makes him look guilty.

LA: You are right. If Hastert is not being bribed, if these are false allegations, then he should stand up and go to court and address the accusers in court and say 'no I didnt do this' - or even in public. He should allow himself to be questioned and prove his innocence. But to have somebody gagged and to ignore the issue as though that should somehow indicate innocence is not very convincing. So until he corrects the record, and because Sibel is gagged - which gives her more credibility than him - I would say that it's quite probably true that he is being bribed. But I cannot emphasize enough that Hastert is not alone in this or even his “faction” as it were, rather, this is rampant abuse should these allegations be true.

Luke: Hopefully we can make that an election issue in Hastert's race against John Laesch in November

LA: I dont know - I dont think he's going to be running.

Luke: Wow - really?

LA: I have a feeling that the way things are going - remember, there are factional turf wars much like the kinds you see in organized crime. They're at each others' throats - because greed knows no loyalty. I think he's made a tactical error in attempting to remove Duncan Hunter from the Armed Services Committee.

Remember, regarding the Dubai ports deal, Duncan Hunter recently came forward and said that Dubai had allowed nuclear switches and heavy water to be shipped from Turkey, via Dubai, to Iran, the same switches I referenced above as being accurate but together in the wrong context - and shortly thereafter Hastert tried to remove (I am still trying to firm up what actually occurred) Hunter from the Armed Services Committee.

Luke: That's right - and Dubai rejected a U.S. request to stop the shipment.

LA: Right - and I think that really opens Hastert up - if Hunter wants to put some pressure on. In other words, Duncan Hunter is a fairly powerful individual, and fairly aggressive. Despite my reporting on Hunter in certain business areas of his, he really seems to be very much against outsourcing of security of any sort. There seems to be a principle there for him, and he seems to be very adamant about that. So Hunter and his faction have a lot of ammunition should Hunter want to retain his seat, or whatnot. It gives a lot of power and persuasion to that argument. So it should be interesting how this plays out

Luke: Interesting indeed.

Moving on. Sibel talks about 911 as well. Do you know anything about that part of her story?

LA: Again, I think she's pointing to something and everyone thinks she has the Holy Grail to 911 and she doesn't. She just has certain transactions that may or may not be related - there's just no way to tell. She knows this herself - she knows she can't really clarify - but people are getting a misunderstanding that she somehow holds the grail to 911 and that's not the case. She has pieces that could, if put together in a particular context, and thoroughly verified, could possibly be of import as evidence of certain other people being involved. But this doesn't even in any way implicate any American government officials. It still implicates foreign assets - so again, it's not what people think it is.

Sibel is gagged and so she has to communicate out the best she can. She is very brave and very determined, but people keep assigning to her assumptions that are not true. Sibel saw a couple of pieces where info, without context, was possibly suggesting certain foreigners had financial dealings with regard to 911. But, that is not to say that in context those same dealings would be business as usual. For example, if one were to look at the Carlyle Group meeting on 911, it would seem very suspect on the surface. But 911 only exposed what had already been going on anyway, that is to say, there were many meetings of that type on many other days and no one seemed to have noticed or cared, but on 911 that meeting took on a whole other perception. So that is what I mean by context.

So if we, for example, assume for the sake of this conversation that what Sibel translated or intercepted with regard to 911 transactions had a context that would make it out of the ordinary and clearly implicate other people, then all things being equal, we are still looking at foreign nationals and from the same part of the world. It would certainly help provide a more accurate picture and if the pieces were put together and fully vetted it may also lead to other implications.

Honestly, the best way I can summarize this is as follows with the above caveat included in my summary:

Sibel translated/intercepted a series of transactions between foreign nationals and certain suspected members of the plot. Those foreign nationals are from the same part of the world as the official story has put forth as the primary part of the world where the plotters came from. Those foreign nationals may or may not have had certain sensitive business relationships which they may or may not have had for a very long period of time anyway. But should those foreign nationals be identified to be close to certain business interests and should those business interests be operating on the less than legal side of things, then after the proper vetting and corroboration, it could be said that certain business interests may be at the very least put into an embarrassing position. These business interests may or may not have had a business relationship with the front of Brewster Jennings, but again, we are operating without the full context and historical references here. So while it could be damning to some in terms of what Sibel uncovered, it is by no means what people are making it out to be. Sibel cannot clarify or defend her position on this as she is gagged, but she does the best she can by trying to point here and there.

Luke: Did you read that transcript of the interview that Sibel did with Meria Heller? That had some specifics about what Sibel knows, and doesn't know, about 911 - and she specifically mentions the cover-up, and that she's aware of documented proof that there are certain 'brand-name' American officials who are walking the streets when they should be in jail.
----------------------------
Sibel Edmonds: I can tell you -for sure - with 100% certainty - that they have gone out of their way to cover up the real entities involved in the 911 terrorist attacks - they have gone out of their way NOT to investigate.

There are certain individuals (officials - some appointed, some of them elected) who were involved with these support networks... some of them indirectly, but yet knowingly and directly involved
----------------------------

LA: Ok - she's right - but not for reasons that people think or, if she's talking about something that I have not seen, I'd certainly like to see it. Sure - they should be in jail. I assume she's talking about Feith and Perle and again, you're talking about certain characters overlapping in storylines - but that's not to say that they're in that actual 911 connection. Again, if you look closely, she is not really saying that, she is pointing at something around that. But in terms of Feith and Perle and business dealings that are shady if not criminal, she is right that they should be locked up. But she in no way says that they were implicated in 911 or in a 911 cover up and I don’t think she means there is a 911 cover up even, other than what I said above and why she is gagged “embarrassing to diplomatic relationships”.

Luke: Ok - I don't think that she specifically says that any of them were actively involved in 911 - however she does say that the government is actively covering it up

LA: Well - Ok. That's different - that may be true - but that has nothing to do with 911 per se. That has to do with possibly embarrassing business connections - let's put it that way. And that's why they could be - I stress COULD BE - covering it up for. But again - all I've seen is that it implicates the same group of Arab families, and those relationships and I can see that one could argue that if you look at those families and those certain relationships that you can see that there are certain American business relationships involved. But American business interests are all over the place - you know - what if China did something to us? Despite Wal mart’s shady business dealings, that would hardly make Wal mart culpable. So the relationships may be embarrassing and nothing more. We simply do not have the full context.

Either way, It's really the same group of people that we already know about - and the same things that we already know about - namely - it's in the genre of the Dubai money transfer to Atta - it's sort of a similar kind of thing. So it doesn't really take the story away from where it is now - however, there are people who overlap - that's true - so if there are people covering up - and again, that's a big IF, because I don’t have any proof. I mean - I have my own speculation, but in terms of journalistic reporting, I have no proof - but if they are covering up - it would be in terms of the business interests. That I could understand, I could see that happening.

Luke: OK. Speaking of Atta and that Dubai money transfer, one of the other things that Sibel points to is those meetings during the week of 911 between General Mahmoud of ISI and Grossman and others, including some of your friends like Porter Goss. Do you know anything about those meetings?

LA: Well - yeah - I have questions about those meetings, but again those meetings were business meetings. That's what I'm trying to say. On that same day there were a series of business meetings - not the least of which was the meeting of the Carlyle Group, again, a good example of this - with Bush 41 and the Bin Ladens meeting on that very day. There were a number of very interesting meetings - but if there wasn't any 911, we probably wouldn't be looking at those meetings at all. Remember, those meetings have been going on for quite some time - so it's just that 911 shed a light on those activities. One can speculate, but one must take into account historical relationships and activities. On the face of that, the meeting per say with Goss, Grossman, etc., does not say anything different from the meetings they have had in the past. But, I don’t think that Sibel is pointing at those meetings and saying “look here, these guys are involved in 911 and a cover up or something.” I suspect, and with good reason, that she is pointing to the people and their business dealings, because it is easy to point out a meeting where some of the players were assembled. But I should say that I may be entirely wrong and she may have an entire arsenal of things she intercepted that no one is privy to. But from what I have seen, it would appear that she is pointing to business dealings of an illegal nature, that is the issue.

Luke: Right - so you are saying that the meetings are interesting, but that that there is nothing significant about the fact that they happened at that time.

LA: Correct. I think they're interesting - and we should be interested in them - and when Sibel says that people should be in jail, I agree with her - because - not specifically those meetings - but certainly some of the other meetings, and some of the same people - what they're involved in is absolutely illegal - that is correct - but that's not to say that its related to 911. There is not enough to tie one thing to the other at all. Those meetings were going on anyway - it's just that 911 made us look at them. The meetings happened all these other times too. So, yes, the timing of the meetings is questionable - but the meetings themselves should be questioned - and should have been questioned for some time. I think she is pointing to the meetings and the people, not a specific date or if she is pointing to that date, then something else was going on business wise that she wants us to look at, but in terms of a direct link to 911 and Feith and Perle, nothing, nothing I have seen. Plus, while the official story has more holes than cheese, one must remember that sometimes if there is a cover up, that cover up could be for a whole set of other reasons that literally have nothing to do with the crime itself. If certain business dealings were unveiled because of 911, not that they were responsible for or related to it, but simply unveiled, then that damage would be more significant to a democratic government than a single attack could ever have been. Osama can not bring down America from the outside and with one attack, even, although it was a tragedy, but the subverting of the democratic process and corrupting the representative government can bring America to its knees.

Luke: That's very interesting. And given her language specialties (Turkish, Farsi and Azeri) she was looking primarily at Turkey and the other Central Asian countries where she notes that the Americans are building military bases

LA: Correct - and if you look - where are all these storylines going?

Luke: Straight to Iran

LA: Right - and that would answer some of your questions - without me having to say much more.

Grossman & Plame

jason leopold:
"Defense attorneys for I. Lewis "Scooter" Libby said in a court filing late Wednesday that the former chief of staff for Vice President Dick Cheney doesn't remember a conversation he had with a State Department official in June 2003 in which the official told Libby that Valerie Plame Wilson worked for the CIA.

But the conversation did take place, according to current and former administration officials and attorneys who have remained close to the two-year-old CIA leak probe. At least a half-dozen witnesses who testified before a grand jury over the past two years said that they were at the meeting when Marc Grossman, the former Under Secretary of State for Political Affairs, told Libby that Plame Wilson worked for the CIA, according to attorneys and US officials close to the two-year-old CIA leak probe. Grossman also told Libby that Plame Wilson got the CIA to send her husband, former Ambassador Joseph Wilson, on a fact-finding trip to Niger..."
hmmm.

Leopold also outs Grossman as the source for the wapo sep 28 03 article (yay emptywheel)
Yesterday, a senior administration official said that before Novak's column ran, two top White House officials called at least six Washington journalists and disclosed the identity and occupation of Wilson's wife. Wilson had just revealed that the CIA had sent him to Niger last year to look into the uranium claim and that he had found no evidence to back up the charge. Wilson's account touched off a political fracas over Bush's use of intelligence as he made the case for attacking Iraq.

"Clearly, it was meant purely and simply for revenge," the senior official said of the alleged leak.
[snip]
It is rare for one Bush administration official to turn on another. Asked about the motive for describing the leaks, the senior official said the leaks were "wrong and a huge miscalculation, because they were irrelevant and did nothing to diminish Wilson's credibility."

Leopold also outs Grossman as the source for this AP article from July 05:

"It wasn't a Wilson-Wilson wife memo," said the official, who spoke on condition of anonymity because the investigation is still under way. "It was a memo on uranium in Niger and focused principally on our disagreement" with the White House.

The memo said Wilson's wife worked for the CIA and suggested her husband go to Niger because he had contacts there and had served as an American diplomat in Africa. However, the official said the memo did not say she worked undercover for the spy agency nor did it identify her as Valerie Plame, which was her maiden name and cover name at the CIA.

Ok? Confused yet?

So the situation so far, apparently, is that Grossman was involved in some very dodgy dealings with Feith & Perle and the ISI amongst others, which apparently had something to do with the ATC. Joe Wilson was also involved in the ATC - and they both worked in/on Turkey at the same time.

One element of Brewster Jennings was maybe involved in tracking stuff from Turkey through the UAE, and perhaps Turkey more generally. Plame worked for Brewster Jennings, but she had nothing to do with Turkey - she was tracking WMDs to and from Iran.

Some documents were forged which suggested that Iraq was trying to buy uranium from Niger. Wilson went to Niger to investigate resulting in the OVP outing Wilson's wife, leading to the outing of the entire Brewster Jennings organisation (setting back the CIA's WMD counter-proliferation efforts back by a decade) - in part because Grossman ordered a memo which contained Plame's name.

Grossman anonymously 'turned on' the Bush administration and was widely seen as a white-knight, although some of us thought that he was trying to reinforce the incorrect notion that the outing of Brewster Jennings was simply revenge against Wilson.

As it happens, Sibel points to Plame, but only as a way to point to Brewster Jennings, and Plame's outing apparently had nothing to do with the ATC, or Turkey. Larisa thinks that Plame was primarily outed for reasons other than the GetWilson campaign - presumably something to do with Brewster Jennings' work in Iran.

Grossman apparently came out against the WhiteHouse for outing Plame, perhaps in support of his associate Wilson. Perhaps Grossman was being honest when he said that he thought the outing was 'meant purely and simply for revenge' - but perhaps he was mistaken - even while he correctly notes that the leaks "were irrelevant and did nothing to diminish Wilson's credibility"

Man. that's pretty confusing. Larisa wasn't kidding when she said there are overlapping storylines.

Madsen on Sibel, Plame, Grossman, Dickersons and Brewster Jennings

The following is taken from Wayne Madsen, in full.
--------------------------------------------------
Sep. 28, 2006 -- SPECIAL REPORT. CIA counter-proliferation front company's cover blown by State Department official two years before White House leak to media.

U.S. intelligence sources, speaking on conditions of strict anonymity, have told WMR that the cover status of Brewster Jennings & Associates, the counter-proliferation front company that Valerie Plame Wilson and her CIA counter-proliferation non-official cover (NOC) colleagues used as a front for their operations, was blown in two phone calls placed in June 2001 to two foreign intelligence agents in Washington, DC by then-Undersecretary of State for Political Affairs Marc Grossman. The calls were intercepted by the FBI, which had targeted the communications of Grossman and the two foreign intelligence agents as part of a counter-intelligence investigation, according to the sources.

The FBI counter-intelligence operation was investigating a weapons smuggling and influence-peddling ring that was centered on the activities of the American Turkish Council (ATC). a major Turkish lobbying organization in Washington, DC headed up by George H. W. Bush National Security Adviser, retired Gen. Brent Scowcroft. According to U.S. intelligence sources, a principal player in the ring was Grossman, a career foreign service officer who served as U.S. ambassador to Turkey from 1994 to 1997 and then moved back to Washington where he served as Assistant Secretary of State for European Affairs.

At the end of June 2001, the FBI learned, through its surveillance of the ring, Beyaz Enerji (White Energy), a Turkish energy firm, told its ATC interlocutors in Washington that it was sending a high-level team to the United States to negotiate the procurement of nuclear materials for Turkey's nuclear power program (the term "white" or "beyaz" in the name of the firm refers to "clean" energy). In turn, the ATC contacted four individuals who had access to Oak Ridge National Laboratory in Tennessee and Los Alamos National Laboratories in New Mexico and asked them to arrange a three month visit to the labs by the Turkish nuclear specialists (October through December 2001) to ascertain Turkish requirements.

The Beyaz Energy group also made known its desire to purchase U.S. nuclear energy consulting firms that maintained access to facilities like Oak Ridge, Los Alamos, and Lawrence Livermore in California. However, at the same time Beyaz Energy was making its play for access into U.S. nuclear labs, Brewster Jennings and Associates, the CIA cover company of Valerie Plame Wilson, was very close to penetrating the Beyaz Energy ring, known to the CIA as part of a major nuclear black market operation involving key players in Turkey, Pakistan, Israel, Iran, and the former Soviet Central Asian states. According to CIA sources, the ring also involved a key ATC ally in Washington -- the America Israel Public Affairs Committee (AIPAC), a group that provided important access to top U.S. political leaders for Turkish military and industrial chiefs.

When Beyaz Energy began to encounter "consultants" with Brewster Jennings, they expressed an interest to their ATC interlocutors in buying the firm along with other energy consulting companies.

According to U.S. intelligence sources, at the end of June 2001, the FBI intercepted two phone calls from Grossman in which he told the called parties to "stay away from Brewster Jennings... they're the government . . . they're nothing but a cover." One of the calls was to a Pakistani Inter Services Intelligence (ISI) top agent in Washington. The other call, bearing an almost identical message, was made to a Northrop Grumman official who was a key player with the ATC. The Northrop Grumman official made a phone call to his ATC handler, stating, "Our guy warned us off Brewster Jennings." A U.S. intelligence source stated that "Grossman's name was all over the FBI wiretaps in 2001" and the name "Brewster Jennings" first became known to the FBI counter-intelligence agents from these intercepts.

According to CIA sources, Brewster Jennings and Associates was "finished" in the Summer of 2001. Plame was transferred to the CIA's Counter-proliferation Division's Joint Task Force on Iraq (JTFI), where she and her colleagues were pressured to come up with "evidence" of Saddam Hussein's weapons of mass destruction (WMDs).

Grossman, who now works for the Cohen Group of former Defense Secretary William Cohen, was, according to U.S. intelligence sources, a subject of interest to counter-intelligence agents since his stint as U.S. ambassador in Ankara. One of Grossman's embassy officials was U.S. Air Force Major Douglas Dickerson, who worked in the embassy's military attaché office and was responsible for logistics matters with the Turkish military. While in Ankara, Dickerson met and later married Melek Can Harputlu, who U.S. intelligence sources claim was on the payroll of the MIT (Mýllý Ýstýhbarat Teskýlati) -- the Turkish Intelligence Agency. U.S. intelligence sources confirmed that Grossman ordered Dickerson to assist International Advisors, Inc. (IAI), a lobbying firm registered in 1989 by Douglas Feith under the stewardship of Richard Perle. The main task of IAI was to represent the government of Turkey in the United States and "promote the objective of U.S.-Turkey defense industrial cooperation."

IAI, for which Feith was CEO and sole stockholder, also steered hundreds of thousands of dollars to Feith's law firm, Feith and Zell (FANZ), which, along with Perle, was involved in setting up the Bosnia Defense Fund and amassed millions of dollars of contributions from Muslim countries for Bosnia. A Riggs Bank source confirmed that Perle was not concerned when it was discovered that Bosnian funds were being used to buy arms that were falling into the hands of Iranian and Al Qaeda units in Bosnia and that when confronted with these problems, shouted to the Riggs interlocutor, "just make it fucking happen!"

Soon, Dickerson, under Grossman's aegis, was promoted to handle all U.S. weapons procurement for Turkey, Azerbaijan (where Richard Armitage was heading up the U.S.-Azerbaijan Chamber of Commerce), Uzbekistan, Kazakhstan, Kyrgyzstan, and Turkmenistan. In 1996, the Defense Department's Inspector General's office launched an investigation of a U.S. military officer at the Ankara embassy who was caught receiving a bribe from MIT agents. Shortly after the investigation started, Dickerson was transferred to a U.S. Air Force base in Germany. Dickerson's wife, Melek Can worked for the German-Turkish Business and Cultural Association, known to be a cover for MIT activities in Germany. In 1997, Grossman left Ankara to head up the State Department's European Bureau.

In 1998, Dickerson was transferred from Germany to Maxwell Air Force Base in Alabama. In 2001, after George W. Bush became president, Dickerson was promoted and placed in charge of weapons procurement for Turkey, Uzbekistan, Azerbaijan, Kazakhstan, Kyrgyzstan, Turkmenistan at the Defense Intelligence Agency (DIA) at Bolling Air Force Base in Washington. Melek Can obtained positions with the ATC and Assembly of Turkish American Associations (ATAA).

Following the 911 attacks, Melek Can applied for a translator job at the FBI's Washington Field Office. In a Justice Department Inspector General report, it is stated that Melek Can failed to list on her application her prior jobs with ATA, ATAA, and the German-Turkish Business and Cultural Association. When FBI translator Sibel Edmonds (a Turkish, Farsi, and Azerbaijani translator who worked with Melek Can) complained publicly about MIT's penetration of the FBI, Senators Patrick Leahy and Charles Grassley pointedly asked the FBI why no Special Background Investigation (SBI) was conducted on Melek Can. The FBI's responded that Melek Can entered the FBI "through the backdoor" with her husband's Top Secret/SBI being sufficient grounds to grant Melek Can access to FBI classified information. At the same time, the Dickersons were, according to U.S. intelligence sources, working closely with the ATC.

Edmonds' charges against the Dickersons were highlighted in a June 2002 Washington Post article. On September 9, 2002, the Dickersons left Washington for Belgium, where Major Dickerson was assigned to the U.S. Air Force NATO office. Soon, there were three separate investigations of Edmonds' espionage charges against the Dickersons: the Justice Department IG probe, a similar probe by the Department of Defense IG led by Joseph Schmitz, and a U.S. Senate Judiciary Committee investigation led by Leahy and Grassley.

Two weeks after the Dickerons arrived in Belgium, Schmitz sent a letter stating that Major Dickerson's relationship with the ATC while at DIA was "within the scope of his duties." The DOD IG terminated the investigation.

Two weeks after the DoD shut down its investigation of Major Dickerson, Attorney General John Ashcroft invoked the State Secrets Privilege and imposed a "gag order" on Edmonds' making any further comments to the media about her wrongful termination suit against the FBI, which was prompted by her raising concerns about the Dickersons. The invocation of the State Secrets Privilege by Ashcroft was specifically requested by the Defense and State Departments.

Upon publication of a Vanity Fair article in August 2005 about the Edmonds case and those of other national security whistleblowers, the Department of Defense and U.S. Air Force opened a joint IG investigation of Major Dickerson and Edmonds' charges, who was still safely ensconced at the NATO office in Belgium. When the DoD invited Edmonds to be interviewed without her lawyer present at a Sensitive Compartmented Information Facility (SCIF) at Fort Myer, Virginia, she declined, citing the potential threats inherent in such a solo appearance. Schmitz (the son of racist California Republican Rep. John Schmitz and brother of pedophile schoolteacher Mary Kay Letourneau) resigned on Sept. 9, 2005 to take the general counsel job with the Prince Group, the holding company for Blackwater USA, the private military contractor that was amassing lucrative Pentagon contracts.

When the DoD/USAF IG investigators asked Major Dickerson once again about the allegations that had re-surfaced against him, U.S. intelligence sources report he told them that he would "start talking" if the investigation proceeded. The DoD/USAF IG investigation of Dickerson was once again quickly terminated. In January 2006, Dickerson was promoted in rank to Lieutenant Colonel and transferred to the U.S. Air Force base in Yokota, Japan, where he was assigned as the 374th Logistics Readiness Squadron’s acting commander.

U.S. intelligence sources stated that the "same people" who have continually protected Perle and Feith since the 1980s were also protecting Dickerson and Grossman. CIA sources, including those who served in Istanbul tracking nuclear smuggling in the late 1980s, also confirm that the Turkish-U.S. nuclear black marketeering ring was directly tied to the Abdul Qadeer Khan nuclear smuggling ring in Pakistan, an operation that sold sensitive nuclear technology to Iran, North Korea, and Libya. The ATC and ATAA in Washington is directly tied to and supported by AIPAC and the Jewish Institute for National Security Affairs (JINSA) reported a U.S. counter-intelligence source. In fact, JINSA is an "Aegean" member of the ATC. The source said that Valerie Plame Wilson was targeting the ATC and Turkey at the height of her counter-proliferation work in 2001, but special interests associated with AIPAC and JINSA, which the source claims control ATC, scuttled Plame Wilson's operation by exposing Brewster Jennings as a CIA front company.

The CIA's counter-narcotics division is also keenly interested in ATC and its connections to NATO. A Turkish hashish kingpin, Huseyin Baybasin, now jailed in the Netherlands for narcotics smuggling, stated that the Turkish military and its NATO interlocutors are totally involved in the drug trade in Turkey. He said the Turkish military uses MIT and Turkish embassies, consulates, military missions (particularly the Turkish military attaché offices in London and Amsterdam) as drug smuggling facilitators. The Turkish military also reportedly uses its hated Kurdish Workers' Party (PKK) enemies to help transport drugs throughout Western Asia, especially heroin now being produced in Afghanistan at record high levels.

On June 10, 2003, Grossman, who was trusted by the Cheney neocon cabal in the White House, received a memo drafted by an analyst in the State Department's Bureau of Intelligence and Research (INR's) on INR's skepticism about President Bush's State of the Union charge that Iraq had tried to procure uranium from Niger. The memo described a February 2002 CIA meeting at which Joseph Wilson was mentioned as the best candidate to undertake a mission to Niger to check on the uranium allegations. The memo also reportedly identified Valerie Plame Wilson as a CIA counter-proliferation officer and associated her with the Brewster Jennings & Associates cover company (keep in mind that Grossman had already compromised the company's covert status in June 2001).

Since Grossman joined the Cohen Group as Vice Chairman in January 2005, the firm has become a top client for the ATC. In October 2005, Grossman was appointed a board member of Ihlas Holding, a media corporation that recently sold its TGRT Television network to Rupert Murdoch's NewsCorp. U.S. law enforcement sources confirm that Feith remains under a DoD IG investigation that is being spurred by North Carolina Republican Rep. Walter Jones.

Beyaz Energy

* I'm told that these guys (Turkish) have confirmed the Beyaz Energy angle of Madsen's report.
Here's Madsen again for the record:
"At the end of June 2001, the FBI learned, through its surveillance of the ring, Beyaz Enerji (White Energy), a Turkish energy firm, told its ATC interlocutors in Washington that it was sending a high-level team to the United States to negotiate the procurement of nuclear materials for Turkey's nuclear power program (the term "white" or "beyaz" in the name of the firm refers to "clean" energy). When was Brewster Jennings' cover blown?

Miguel in the comments writes:
"Something just occurred to me. Maybe I'm a little dense to not think of this is before . But if Director Mathieu is correct, and several of his sources hypothesize that Sibel heard Grossman on wiretaps tipping off the Turks about Brewster, Jennings, then the right-wingers will have been right on the CIA Leak case in at least one respect: the Brewster, Jennings "cover" had already been blown open by 2003, before the chain of events that began with Wilson's Oped.

Think about it: if the Turks knew BJ was a CIA front, then undoubtedly the entire underground network of arms dealers were clued in shortly thereafter (I doubt the Turks could be trusted to keep a secret). Thus, the "damage" to National Security caused by the Armitage/Hadley/Rove/Libby leak was minimal; although the damage to Plame's career was extensive."
Of course, if Sibel did hear that, then the outing dated back to early 2002 at the latest. Perhaps much earlier.

Also interesting is the fact that the FBI knew that Brewster Jennings' cover had been blown, yet the CIA continued to use Brewster Jennings. Perhaps the message didn't get from the FBI to the CIA?

Sibel Edmonds: There are traitors in our midst. Call Waxman. Demand hearings. (with video!)

Today is the last day of the current spike of the Let Sibel Edmonds Speak campaign. We are begging you to call Henry Waxman's office (202-225-3976) and demand public hearings into her case.

Sibel is a former FBI translator who has documented evidence, supported by a number of agents, and confirmed by numerous government investigations, that people like Richard Perle, Douglas Feith and Dennis Hastert have been involved in treasonous activities.

Waxman has seen the evidence and was "outraged" and "stunned" and promised to hold hearings when the Dems controlled Congress - but has been ignoring our requests.

In this post, I have some compelling video of a recent interview that Sibel gave asking people to demand that Waxman hold hearings, and I also want to focus on one important issue that comes up in Sibel's case. High level officials are literally selling out their government, and the country, while they are in office. This maybe isn't that surprising, but here we have a case where we literally have evidence, and we have proof that many governmental organizations were aware of the fact, and they didn't do anything, and they continue to do nothing.

******

I've been running diaries all this week on Sibel's case asking you to call Waxman and demand hearings.

My post yesterday demonstrated that the US Attorney crisis pre-dates the current scandal - and the Pentagon (Perle & Feith) were dictating which FBI investigations were and were not allowed to proceed (Hint: they were not allowed to proceed when Perle & Feith were targets).

Tuesday's post was mostly a recent interview that Sibel gave describing the importance of public hearings and asking you to contact Waxman. I've resolved some technical issues and the YouTube segment is below.

In Monday's post I argued that we need to support people like Sibel because if she can't get public hearings, with documented evidence, validated by previous governmental investigations, then we can't reasonably ask any other people to come forward with evidence in any of the other investigations that Waxman might conduct.

For background information on the case, see What the heck is Sibel Edmonds' Case about? and Who wants to gag Sibel Edmonds? And why? (with answers!)

For today's post, firstly, here's the YouTube (2 parts) of the last 12 minutes of a recent interview that Sibel gave where she discusses the need for hearings, the fact that her case is documented, that other agents want to testify, and that Waxman has ignored her, despite previous promises to hold hearings into her case.

If you cant see these embedded here, try Part One and Part Two.

(partial transcript here)

I also want to highlight something that Sibel says in this interview that sometimes gets missed, but it's still important today, and the specific example in her case can apparently be generalized across broad swathes of the US government.

We are all aware of the problem of the revolving doors within the Military Industrial Complex - but Sibel says that (at least) one of the key perps in her case, Marc Grossman, was explicitly working for foreign interests while he was in office, with a guaranteed payoff when he left office.

Sibel says:
"This is very important: In order to obtain (the post-retirement job) they had to serve those foreign interests while they were working and they had those high positions. That's how they earn those future positions, that's how it happens. In every single case, that’s how it happens."

Sibel has previously written: "Please do not make the grave and naive mistake of assuming that Grossman found and obtained his highly lucrative and questionable positions after his resignation in January 2005."

Again, this is nothing new, really. We recently saw that the CIA's Number 3, Dusty Foggo, did exactly the same thing in the Duke Cunningham case - but a) we need to put a stop to it b) Grossman's 'sponsors' are most unsavoury and c) a number of people, in a variety of US Govt agencies knew about Grossman's dirty dealing, and did nothing about it, for years.

Most people don't know much about Grossman, fair enough. He was the #3 guy at the State Department under Armitage and former Ambassador to Turkey. To the extent that his name is familiar, it is because it was his memo to Scooter Libby that first identified Valerie Plame as Joe Wilson's husband - but his proximity to a number of scandals forces us to ask exactly what Grossman did to earn his new $2m+ salary.

For example, contrary to conventional wisdom, as I detail here,
The thing is, Brewster Jennings was 'outed' (privately, within the criminal network) long before Valerie Plame was officially outed. In fact, Brewster Jennings' cover was blown in the Summer of 2001 by Marc Grossman, former #3 at the State Department and Ambassador to Turkey.

Brewster Jennings was investigating Pakistan's AQ Khan nuclear proliferation network - a network which also involved Turkish companies. WHy did Grossman 'out' Brewster Jennings? and why is he now working with a shady Turkish company?

According to Sibel:
Most and foremost, Grossman is known for his extraordinarily cozy relationship with Turkey and Israel; followed by Pakistan.

Grossman's relationship with Pakistan is curious. As British MP Michael Meacher wrote in the Guardian:
"...General Mahmoud Ahmed, the then head of Pakistan's Inter-Services Intelligence (ISI), wired $100,000 before the 9/11 attacks to Mohammed Atta, the lead (911) hijacker.

Ahmed, the paymaster for the hijackers, was actually in Washington on 9/11, and had a series of pre-9/11 top-level meetings in the White House, the Pentagon, the national security council, and with George Tenet, then head of the CIA, and Marc Grossman, the under-secretary of state for political affairs. When Ahmed was exposed by the Wall Street Journal as having sent the money to the hijackers, he was forced to "retire" by President Pervez Musharraf. Why hasn't the US demanded that he be questioned and tried in court?"

Sibel has previously commended me on highlighting Grossman's meeting with General Mahmoud Ahmed that week.

That isn't Grossman's only involvement in 911 related stuff. As I wrote here:
"Thirdly, two weeks after 911, Sibel overheard two 'targets' of a (Counter intelligence) monitoring program having a conversation. Apparently, three associates of these targets were arrested in New Jersey immediately after 911 - two Turkish guys and an Uzbeki. The targets were desperate to get their associates out of jail, and out of the country, so they called Marc Grossman who duly facilitated their release. (I've previously documented the NJ connection - home to Giza Technologies and a Brewster Jennings operation)"

My point here isn't to mount a critique of Grossman, per se, but it's important to understand what Sibel is talking about when she says that she has documented evidence that high level officials routinely sell out their country, to an extraordinary degree, because they have been promised post-career payoffs. And the parallel problem that many US govt agencies have known about this for years, and done nothing. How many Grossmans are there in the US Government today, making the same deals to sell out their country?

We need to put a stop to it. And that's why you should call Waxman (202-225-3976) and demand public hearings into Sibel's case. Do it today. Please.

Sibel: Brewster Jennings investigating nukes in 4 countries

I transcribed another interview with Sibel - this one from the Guy James show this week.

You can download the whole show here courtesy of our good friends at WhiteRoseSociety - Sibel is on from 30-60 mins.

I've snipped much of the interview - particularly much of the background stuff.

Having the text of Sibel interviews is great for us Sibelologists so that we can parse the words and so on - but for the rest of you, I also recommend that you actually listen to the interview - because text can't possibly capture her frustration and exasperation and so on. This particular interview is also a good one for those of you who don't have much background about Sibel.

As always, errors are mine, much snippage. Emphasis is mostly mine.

Sibel: ... A week after Sep 11, in 2001, I started working for the FBI and immediately, within the first 2 months, I came across some major cases that were being covered up. Some of them had to do with certain Counter-Intelligence information - received under Counter-Intelligence operations that were 100% related to terrorist activities that occurred before Sep 11, and on Sep 11. They were not being transferred to the Counter-Terrorism division because of the pressure from the Pentagon and the State Department - they claimed that this would hurt certain sensitive diplomatic relations. For example - if those countries that their people were involved in some way happened to be from Pakistan, or Saudi Arabia, or Turkey, or some of these Central Asian countries - and they were not part of this so-called 'Axis of Evil' - they didn't want to pursue those leads and those investigations - because they were our so-called allies.

Also, another important case that I stumbled upon had to do with certain translators who were granted Top Secret clearance and without having their background investigation done - and later on, in one case at least, we found out that this individual (ed: i presume this is Melek Can Dickerson) actually used to work for one of the top targets of FBI Counter-Terrorism investigation (ed - I presume Sibel is talking about the ATC) . And she had ongoing relationships with those targets - and somehow she was given the CSD (ed : i think this is a security clearance, I may have misheard the acronym) and was in charge of translating information, raw data, raw intelligence, coming from those targets!

And we (myself and the agents working on these cases) reported this to the FBI Head-Quarters - and instead of investigating this espionage case, they just wanted to cover it up. Remember, this was right after this big scandal with Robert Hanssen's case and the FBI didn't want to face any scandal or embarrassment saying that they hadn't fixed their internal security systems, and that they were allowing actual targets of investigations to actually obtaining jobs with the FBI!

So - to make a long story shorter - I ended up being the messenger who delivered these reports that the FBI didn't want to hear anything about, and the State Department and the Pentagon didn't want any of these issues or cases to become public - so instead of investigating these cases and pursuing these cases, they chose to come after me instead.

(SNIP)

...Here I am, four and half years later, with the Congress that has accepted this illegal gag order so willingly, with the courts refusing to fulfill their responsibility under our Constitution and with the Main Media not really pursuing these important issues that have implications for all of us. I remember getting outside of this Court, after we were excluded from the hearings when the government argued its case and we the plaintiffs - my attorneys and I - had to leave the courtroom while the government argued it's case. I came out of the court, and to the few reporters who were there, I said:
'You think this is about one case, about one whistleblower, one FBI translator - this is about all of you. If they get away with this States Secret Privilege, and they are successful with this, they're going to come after you.'
And they are going to go after a lot of other people with this States Secret Privilege. I was the first person of this States Secrets Privilege. Since my case, this administration has invoked the States Secrets Privilege twenty four times! Recently on this NSA illegal eavesdropping case, on the illegal detaining of this German citizen, in this case in Canada where they held this person illegally, and also they have been going after reporters for reporting what they are supposed to be reporting. So what I told these reporters two years ago, it's coming true and we are seeing the results of what they started four years ago, with one case, today. Right now.

(SNIP)

Ashcroft was successful in preventing the court procedures from moving forward, so once the court issued their decision saying that:
"Well, the government is saying that even if Ms Edmonds is right in her allegations, the issues involved would hurt certain US sensitive diplomatic relations and US foreign business relations"
And I want to emphasize this. I am being gagged, my due process has been taken away, and I was fired - in order to preserve certain US-foreign business relations. And the court just says 'we have to agree'!

Guy James: Someone sent me an email when I announced that you were going to be on the program, and they sent me an article which says:
'Long after we all forget Plame and Wilson and Clarke, and the other high level national security whistleblowers, Edmonds story will be the one I still want to hear.'
and it goes on to mention the American Turkish Council - and Valerie Plame and Ambassador Wilson's involvement in that - do you know anything about that?

Sibel: Well - I can provide you with some information that has already become public via this information being provided to this Vanity Fair reporter, David Rose, by certain people within the Congress, and the FBI, and... certain Congressional officials, and current FBI agents, familiar with the case, they told the magazine that some of these organizations that were involved in these illegal activities, related to the September 11 attacks, were the American Turkish Council (ATC), which is a lobbying firm here in Washington DC, for Turkey and Central Asian countries, and another organization called the American Turkish Association (ATA).

Interestingly enough, that is where Valerie Plame met her husband, Joe Wilson, in 1997. She went to one of the functions held in Washington DC as an analyst for Brewster Jennings, and we don't know why she was there, but we know that Turkey has played a major role, and still is playing a major role in nuclear black-market activities. They use their access here in the US, via people they have on the payroll from several nuclear agencies - and also some of their people within the Pentagon, and then they sell it to the highest bidder!

That highest bidder can be Pakistan, or it can be North Korea - in some cases, certain Turkish officials - officials! - were arrested in 2000 for providing this information and aiding Libya - in their nuclear black-market activities. So that is public information - and also, individuals such as Mark Grossman - who used to the be Ambassador in Turkey in the 1990's and later the assistant deputy secretary in the State Department - and his involvement with the ATC, and some of these Turkish organiations, and also the fact that Richard Perle and Douglas Feith - they established, in 1989, this lobbying group called the International Advisors Inc - IAI. They registered as foreign agents for Turkey, and they registered with the State Department as a foreign agent for Turkey, and this was during the time that Perle was still working for the Pentagon - and he had this huge conflict of interest.

And the fact that through this lobbying firm, they provided a lot of classified information to both Turkey and Israel - and of course, Larry Franklin's involvement in these activities, which has not yet really become public.

And again, if this case were to move forward, we would have a lot of this information becoming public and our people would know about these individuals, and their roles in terms of not serving our country, but having their loyalties to other - either to governments, or in certain cases, just with greed and the large fees that they have obtained from these individuals

Guy James: Yeah - the Larry Franklin case having to do with the passing of sensitive information to the Israelis. We don't have a lot of time left - but you mentioned Valerie Plame and Brewster Jennings. We know, or at least we think that we know, that Brewster Jennings was involved with counter-nuclear-proliferation involving Iran

Sibel: Correct - well - not only Iran. I'm not at any liberty to say, but we are looking at several countries. It's not only Iran. You are looking at least at four countries.

And (before we go) I hope that you will mention the recent activities in Congress - by people like Senator Santorum and Conrad Burns and Senator Bond who are trying to make these gag orders on whistleblowers worse by passing this legislation on whistleblowers that will make it illegal for intelligence agencies and law enforcement employees to talk to the press, or even go to Congress and disclose information about government waste, fraud and abuse.

These are critical times, and I hope that we can cover these important issues when they are sending this chilling message to any potential whistleblowers saying that 'we are going to come after you - and we're going to do so lawfully by having these so-called senators passing laws legitimizing retaliation against whistleblowers

Guy James: Well - that's the idea - to make everything as secretive as possible so that they can do anything they want to do. Your website - NSWBC.org

Sibel: Correct that's our organizations website - and my personal website is justacitizen.com
-------------------
updated to clarify, that Plame wasn't actually 'undercover' working at the ATC event where she met Wilson. The ATC party is a massive event, and Plame was there socially. (details here)

Also, as we've previously discussed:
Plame's team was just one team operating under the banner of Brewster Jennings, which was as we now know, a cover mechanism. There were other teams that were also operating under the Brewster Jennings banner.

Plame, Grossman and Brewster Jennings

this conversation has been lifted from the comments:

Viget:

I would hazard that this (BJ was largely defunct by 2003) is correct. According to Corn and Isikoff's Hubris, in 2002-2003 Plame was working for CPD as a "manager" of the Joint Task Force in Iraq. Now, I don't know if Brewster Jennings was a covert unit that reported to JTFI; it's unclear from the Corn article. See emptywheel's post on this for more info.

It's also interesting that Corn says Plame joined CPD at Langley in 1997, but wasn't assigned to JTFI until spring 2001. Maybe she was helping to run BJ from 1997-2001?

When did Sibel's intercepts date from? Are they pre-9/11? Because maybe the reason Plame joined JTFI in 2001 was that was when BJ's cover was blown?

Also, I should note that it's very likely that BJ was defunct long before the Novakula article because there was never any referral to DoJ for this revelation , only for outing Plame. I would have thought it more likely that blowing a "unit's" cover would be more serious than just blowing an operative's cover. It's likely that BJ had already been declassified by October of 2003. And therefore, it gave Novakula a convenient "out" as to how he discovered that Plame was covert (i.e. Wilson's Who's who entry combined with FEC contribution records from the 2000 cycle). Sounds like classic Rovian backtracking to me.

LENLARGA:
You Are A Very Wise Person Viget

"When did Sibel's intercepts date from? Are they pre-9/11? Because maybe the reason Plame joined JTFI in 2001 was that was when BJ's cover was blown?"

Her intercepts dated from 1997 to early 2002 (Feb.-March). Which means Plame/BJ's cover was blown at least a year and a half before the Novakula article.

Viget:
So then... what do you think of the Fitzgerald investigation? If her cover was blown, then why bother investigating at all? I tend to think that her cover (as a covert CIA operative) wasn't necessarily blown pre-2003, but maybe her front company was. She clearly was still doing covert work as a part of the JTFI during the relevant time period.

Lenlarga:
"I tend to think that Plame's cover (as a covert CIA operative) wasn't necessarily blown pre-2003, but maybe her front company was."

Bingo

Once her front company cover was blown, any agent associated with that company was rendered useless as a covert operative- permanently. As far as the Fitzgerald investigation goes, it is hard to evaluate at this point. We still don't know the intent of Armitage and others in leaking her name- in one scenario, Armitage might have been trying to put the final stake in the coffin of B&J. But one point we must concede to the Rightists, however, is that Brewster, Jennings and Company's cover was not blown by Karl Rove or Scooter Libby- it was blown by a Clinton appointee retained by the Bush Administration- Marc Grossman, several months before Wilson's oped. However, us Lefties have a concession prize- the involvement of Perle and Feith- directly or indirectly- in the very dirty business dealings that Plame and the CIA were monitoring.

Lukery:
I don't have much to add to that. It looks like Len and Viget did most of the heavy lifting.

Re Fitz, it's all a bit of a mystery, and it's also a mystery why Libby et al kept telling lies. They obviously thought they had something to hide, and Fitz apparently wants to know why

Viget:
"I've been thinking about the genesis of the Fitzgerald investigation a lot recently. And I've decided that the Plame outing was, at its core, a shot across the bow of the CIA by the admin. In other words, we're not afraid to ruin any of your people's career if you don't play ball with us.

Now, the convenient fact that it also probably rolled up Plame's network of spies in Iraq and Iran reporting back to the JTFI was sort of icing on the cake (and this may be where Armitage and Grossman come in). And of course, it probably just made it all the easier to game future intel on Iraq and Iran (and thus make an Iran invasion easier to sell).

So, if I'm Fitzgerald, and I'm given this criminal complaint by the CIA investigators, which was probably launched by Tenet at the behest of his top lieutenants, I'm going to do my darndest to try and right things.

The fact that Valerie may have already been useless as a "pratical" covert agent (ie being able to work in the field) is meaningless when you're talking about an IIPA violation. All that matters there is that she *was* in the field at some point in the previous 5 years AND that the CIA is still taking pains to hide her affiliation with the agency.

Even if foreign intel services all KNOW that Plame is a spook, it doesn't matter, as long as that information isn't widely known in the US.

So what Libby, Rove, and possibly others did was still a violation of IIPA as long as Fitzgerald could prove that they KNEW Plame was covert when they leaked this info to journalists.

I think that's what Fitzgerald is having a hard time proving, as to be able to prove this in a court of law probably would require classified testimony and evidence which is all too susceptible to greymail defenses. And this may be why he chose to indict on perjury, obstruction, etc., because he KNEW a crime had been committed and justice needed to be carried out.

But I think, more intriguingly, is that by Libby lying his ass off, he's possibly opened up the door for Fitzgerald to charge conspiracy to obstruct and possibly conspiracy to out Plame. And hopefully, he's still working on this angle to get the big dick.

I think what motivates Fitzgerald today is not so much the Plame leak, per se, but rather the incidental info he discovered during the course of his investigation. In other words, I think he's mad as hell that the admin is misusing classified info and compromising national security for political gain. And he wants to nail the bastards on that. And I think he also believes that the folks at the CIA would be happy if he could get the admin (especially the Shooter) on charges that proves they were using classified info to shape opinion to lead us to war. And the Plame leak is just part of that I think.

So in the end, it's probably irrelevant to Fitzgerald whether for all practical purposes Valerie was no longer covert by July of 2003 (indeed, even if she was transitioning to official cover (meaning every foreign intel service would know she's a spy), she'd still be protected by IIPA). This whole investigation is more about punishing those who would use classified info for political gain at the expense of national security. And the Plame leak was just the most egregious (and unprecedented) example of that.

One other thing--

We'll probably never know, and I doubt Joe Wilson would tell us, but I'd absolutely LOVE to know what exactly the relationship is between Grossman and Wilson. Were they college buds at UCSB? Are they still friends? Were they friends at the time of Valerie's outing?

I just don't understand how you could screw over a friend's wife like that. And if that's true, why is Wilson protecting Grossman? Unless Grossman knows where Joe's skeletons are hidden?

To me this is one of the more intriguing bits of the Plame affair. But as it involves a lot of personal and private details, I guess we'll never know for sure. Though it could come out during the Wilson's suit.

Miguel:
Viget,

Thanks for your excellent posts. I hope Luke will bump it up to keep the conversation going.

First of all, I agree with you that even if the BJ cover (and by extension Plame's cover) was blown well before July, 2003, the IIPA act may still have been violated. BJ being outed by Grossman, however, does have some implications for how the Left should approach this story.

I don't think we can any longer make the argument that Rove, Libby or Armitage destroyed a sensitive operation. Although Rove is a bastard that I'd like to see strung up by his Buster Browns, he is a small player in the whole thing, at least as far as what I know up to this point.

Where I believe the focus needs to be is on WHAT and WHO Brewster Jennings was spying on- a nuke black market trade that partially involves (according to Sibel), high-level U.S. officials like Perle, Feith and Grossman and God knows who else.

The outing of Plame in particular no longer interests me. I wish Val the best of luck in her lawsuit, though I don't trust her husband since he has shady business links with the ATC.

What I'm most interested in is shutting this black market trade down to the extent it can be; and making sure that any companies operating out of the U.S.- be they Turkish, Israeli or South African- put out of business.

Miguel:
I don't think Grossman intentionally went out to destroy Plame's career. In the initial leak (somtime in 2002 or before) Grossman had obviously been taking bribes from Turkey and he sold the information on Brewster Jennings to the Turks in exchange for money.

At least that's what I hypothesize.

In the second stage, which began in '03, I am not sure what Grossman was trying to do when he put Plame's name and covert status on that State Dept. Briefing.

Lots of great stuff in there. Thanks guys. I'm not sure what I can add - but here goes.

1. As Miguel has previously noted, BJ was apparently outed before early 2002. We don't know how wide-spread the outing was - but the CIA & FBI probably had to assume that it was completely blown. There's no such thing as being half-pregnant. In retrospect, it's quite odd that this hasn't been acknowledged/recognized before.

2. "I don't know if Brewster Jennings was a covert unit that reported to JTFI"
I think we can presume that this isn't true.

3. "it's very likely that BJ was defunct long before the Novakula article... It's likely that BJ had already been declassified by October of 2003 "
i'd agree with the first statement, but not necessarily the second. The day after Novakula's October article outing BJ, WaPo referred to BJ as 'possibly defunct' - but the whole episode still caused quite a stir.

4. "it gave Novakula a convenient "out" as to how he discovered that Plame was covert... Sounds like classic Rovian backtracking to me."
somebody else who I greatly respect suggested the same thing to me this week. I think you might both be onto something. This person also suggested that the name Flame might have been introduced into the mix at this time for the same reason.

5. "I've decided that the Plame outing was, at its core, a shot across the bow of the CIA by the admin. In other words, we're not afraid to ruin any of your people's career if you don't play ball with us. "
this idea has been floating around from the beginning. I agree that it is more likely than the GetWilson nonsense - but it still doesn't quite resonate with me - at least not at that level of simplicity. Perhaps there's a more granular argument along the same lines that makes sense, but generally I don't buy it - particularly given that we know that she was involved in a bunch of other stuff that might implicate some of the other parties involved.

6. "the convenient fact that it also probably rolled up Plame's network of spies in Iraq and Iran reporting back to the JTFI was sort of icing on the cake"
it's a bit difficult to distinguish icing from cake at this point. Larisa has reported that Plame was focused on WMD trafficking "to and from" Iran. She has also reported that dodgy story that Ghorbanifar was trying to sell some dodgy story about uranium being smuggled from Iraq to Iran, and she also implied that the Pentagon/OSP wanted to plant WMD in Iraq. We also have the bizarre tales about the mobile biological labs etc - which, objectively, appear to be nothing more than attempts to buy time, for some indeterminate reason.

7. "The fact that Valerie may have already been useless as a "pratical" covert agent (ie being able to work in the field) is meaningless when you're talking about an IIPA violation."
yes and no. I strongly suspect that the CIA wouldn't (normally) make a referral to the DoJ to get someone on a technical IIPA slip-up. Either they were responding to the 'shot-across-the-bow' - in which case the bow-shooters grossly miscalculated, or there was serious damage done to something. Larisa has reported that there was 'a decades worth of damage'

8. "Even if foreign intel services all KNOW that Plame is a spook, it doesn't matter, as long as that information isn't widely known in the US."
perhaps we need to talk about 'enemies, foreign and domestic'

9. "So what Libby, Rove, and possibly others did was still a violation of IIPA as long as Fitzgerald could prove that they KNEW Plame was covert when they leaked this info to journalists. "
my hunch/hope is that Fitz isn't focused on the fact that she was covert - but he wants to know why they outed her. That's still the million dollar question.

10. "But I think, more intriguingly, is that by Libby lying his ass off, he's possibly opened up the door for Fitzgerald to charge conspiracy to obstruct and possibly conspiracy to out Plame. And hopefully, he's still working on this angle to get the big dick."
emptywheel continues to argue that Fitz wants to get Dick, and it's almost inconceivable that conspiracy charges aren't on the table. One question that I haven't seen really asked is why Cheney would conspire to out Plame. Again, that's the million dollar question. If you take GetWilson off the table, then I can't think of any reasonable possibilities other than that Plame (or one of her groups (BJ/JTFI)) was hot on the tail of some of his illegal WMD smuggling enterprises.

11. "I think what motivates Fitzgerald today is not so much the Plame leak, per se, but rather the incidental info he discovered during the course of his investigation. And the Plame leak is just part of that I think."
I agree that it probably isn't related to 'plame' - but the specific motivations behind her outing. That's been the big question all along. I'd quibble with the statement a little - I'd substitute 'personal gain' for 'political gain' - although I'm not necessarily sure there's a difference, and re "to shape opinion to lead us to war" - we have to remember that this happened four months after the Iraq invasion.

12. "I'd absolutely LOVE to know what exactly the relationship is between Grossman and Wilson. Were they college buds at UCSB? Are they still friends? Were they friends at the time of Valerie's outing?"
good questions. AFAIK, they were friends at least till Plame's outing. I don't know if they still are.

13. "I just don't understand how you could screw over a friend's wife like that. And if that's true, why is Wilson protecting Grossman? Unless Grossman knows where Joe's skeletons are hidden?"
I suspect many answers lay in these questions. We know that Libby was frantically following Wilson's every step until Wilson's book was published. This was the only reference to Grossman in the book:
"Throughout the two years I was at European Command, our relations with the Turkish military needed constant attention. [Deputy CINC] Jim Jamerson was on the phone several times a week with the U.S. ambassador to Turkey, Marc Grossman, working on the most trivial details. (Politics of Truth 218)"
If I'm not mistaken "the most trivial details" was a shot across the bow in the other direction. Sibel has also suggested that there might be a 'Gentleman' s agreement' between Wilson and others.

14. "Where I believe the focus needs to be is on WHAT and WHO Brewster Jennings was spying on- a nuke black market trade that partially involves (according to Sibel), high-level U.S. officials like Perle, Feith and Grossman and God knows who else."
agreed. a nuclear black market is scary all by itself - it's even more scary when it is run by people in 'our' government.

15. "Grossman had obviously been taking bribes from Turkey and he sold the information on Brewster Jennings to the Turks in exchange for money."
I'm not that it's true that Grossman 'sold' information 'in exchange for money' - I'm more than willing to believe that he told his business associates about BJ because he himself was part of the network - rather than freelancing on a 'pay-to-say' scheme.

thanks for the great input.
