dead brazilian

* (via simbaud)
"THE police chief who headed the bungled operation that led to the death of Jean Charles de Menezes says that she never issued the special code word to kill him.
[snip]
Investigators from the Independent Police Complaints Commission have been unable to use the radio transmissions to the marksmen to discover exactly what was said because they were not recorded, unlike 999 calls, which are kept." (link)
that last sentence looks disingenuous - it says that emergency calls are 'kept', but the police calls werent 'recorded'. im not sure if that is intentional or otherwise.

the article also discusses some of the kratos rules - except for the one part of the rules that seemed to go missing in most of the reporting - kratos calls for TWO shots - not eleven. the article also fails to mention that 3 shots missed the corpse somehow. that part of the story still has me baffled.
