simple... their techs work 8-5, m-f... you actually think they're going to pay them extra to take the site down for maintenance in the middle of the night, when most of the users - who happen to be u.s.-based - are asleep...? get real...!
My dear departed brother worked as a network specialist for the University of Oklahoma, maintaining all their internet servers. They had staff 7/24. He liked to install updates and service packs as soon as they were available, but management insisted it be done at a certain time. He got fired over it. He got fired from a contractor servicing the B-1 bomber server program for signing onto a server without logging an event. When he told me about these things, I reminded him the world is sorely lacking in the smallest bit of talent in the area of management.
His firing from OU was so harsh, he ran delpart on the server drives before he left. Touche.

I can tell far worse stories about myself. But, almost everyone has equally bad experiences.
Once the supply of qualified IT technicians exceeded the demand, this privileged, well-paying career path turned into a regular dog fight. The public nature of networks puts this ugliness out for the whole world to see.
