Bush: "the explosives went off at a high -- a point..."

ned attacks of buildings inside the U.S. and how operatives were directed to carry them out. That is valuable information for those of us who have the responsibility to protect the American people. He told us the operatives had been instructed to ensure that the explosives went off at a high -- a point that was high enough to prevent people trapped above from escaping."
the tongues will wag with that one. damien:
"So why would he use the term 'explosives'? Why not just say the terrorists had to 'aim the planes' at a high point? And why call them 'operatives'? I thought we were talking about plane 'hijackers'?"
It's also not entirely clear to me why a terrorist would aim high up the building to prevent as many people as possible escaping. but maybe that's just me. although it does raise another point - if the hijacker pilots could hit the Pentagon on the first floor - why didn't they aim as low as possible on the WTC? (maybe they did)
